The Central Oregon Safety is a State certified Hazardous Materials Training provider operating under the authority of the California Specialized Training Institute Outreach program.
CSTI was developed and implemented under the California Government Code 8574.19 and is administered by the California Governor’s Office of Emergency Service’s (OES). Since 1988 CSTI has expanded Haz-Mat Emergency Response Training throughout all of California and the Nation. Over 1,000 Outreach Instructors and 135,000 emergency responders throughout the world have been trained and certified.
Course content meets and exceeds State and Federal OSHA regulations; CCR Title 8 5192, CFR 29 1910.120. Certificates are awarded under the authority of CA Government Code Section 8574.19-21 and CCR Tilte 19.
First Responder “Awareness”(4-hr)
Persons likely to witness or discover a Hazardous Substance release, trained to initiate the emergency response by making notifications to the proper authorities, define a Hazardous Material and the risks they may pose, ability to recognize a release and negative outcomes associated, ability to ID material if possible, identify the need for additional resources i.e., Haz-Mat Teams and how to request their response.
First Responder “Operational”(18-hr)
In addition to “Awareness” these individuals respond as part of the emergency mitigation process to protect nearby persons, the environment and property of the harmful effects of a hazardous substance release. Their purpose is to contain, isolate, conduct ID and Hazard Assessment in a defensive fashion, select the proper PPE for use and conduct Decontamination operations.
First Responder “Decontamination”(8-hr)
A more advanced approach then “Operational”, these persons may be part of a designated “Decon Team” or support the “Technician’s” of a Haz-Mat Team during mitigation efforts. Training in more PPE and Chemical Protective Clothing (CPC), IDHA, Incident Command System and proper Decon procedures.
General Site Worker (HAZWOPER-24/40-hr)
OSHA requires workers that are “routinely” or “occasionally” at sites where hazardous materials/waste are present or because of their specific job task be trained on Hazardous Waste Operations and Emergency Response. Course content includes Regulatory Overview, Agency Responsibility, Employer’s Emergency Response Plan, Safety Practices, Site Safety Control, Outward Warning Signs & Outcomes, PPE, Toxicology, IDHA, Monitoring Equipment, Incident Command, Medical Surveillance.
Incident Commander(24-hr)
OSHA requires the use of the Incident Command System (ICS) during the emergency operations at a hazardous substance release. All Haz-Mat courses contain instruction in ICS. This course certifies you as an “Incident Commander”, emphasis is on Safety, Positions and descriptions of the ICS, Roles and Responsibilities, Management techniques, Communications, PIO/Media relations, Action Planning, ICS Forms, Site Safety Plan, Technical Reference, many table top exercises.
Haz-Mat “Technician”(160-hr)
An Offensive advanced mitigation approach to a Haz-Mat release. This is a four week (160 hour) course with identified levels of completion (levels A-D). These individuals are highly trained that become a member of an identified Haz-Mat Team they work in a very close proximity to the released material actually trying to stop the release.
Week One (A) Basic Chemistry, understanding the periodic chart of elements, chemical structures, bonding, physical and chemical properties.
Week Two (B) Applied Chemistry (Lab), understanding how elements act/react, bond to form new compounds, the dangerous properties and how they harm, hazards classification, conduct Haz-Kat (analytical testing) for chemical Id of unknown substances to determine their hazardous properties.
Week Three (C) Incident Considerations: Hazardous Materials References Sources, Weather Considerations, Protective Actions, Respiratory Protection, Chemical Protective Clothing, Haz-Mat ICS, Technical Reference, Site Control, Safety Officer.
Week Four (D) Tactical Operations, Offensive Control measures, NFPA 473, EMS monitoring, Rescue Contingencies, Heat Stress considerations for wearing CPC, Decontamination, Level A Entry, Offensive Skills practical.
Haz-Mat “Industry Technician”(24/40-hr)
This is a condensed version of the “Technician” level. The focus of this Emergency Response course is to meet the site specific target hazards of a given industrial setting. These Haz-Mat Team members on site may have other primary functions i.e. operators, facilities/maintenance, plant safety/security, environmental technicians and other but are apart of the site ERT that responds to mitigate Haz-Mat emergencies. Eight hours of “Hands-On” training, Encapsulating chemical suit, SCBA, Monitoring, Decon, ICS. Very popular course for industry.
Haz-Mat “Specialist”(80-hr)
The highest level of training for hazardous materials emergency response. This two week training course enhances the individuals advanced mitigation techniques. More chemistry, more Haz-Kat, ICS, Technical Reference, Cameo/Tomes, Rail Car Motor Carrier accidents, Propane, Chlorine capping, Intermodal Containers, Product Transferring, Stinger Operation, Rescue/Victim recovery, Illegal Drug Lab Response, Terrorism Response, many many scenarios, night operations. Become one of the tough, the proud, the few HMS.
Refreshers (8/24-hr)
OSHA requires annual refresher training to maintain your level of certification. Courses vary depending on the level in which you are certified, Also Annual physicals and Respirator Fit Testing is required.
